Help with administrative formalities for foreigners in Poland

PESEL Number

The PESEL number is the primary personal identifier in Poland, essential for using many public and private services. Foreigners residing in Poland can obtain a PESEL number based on address registration for a stay exceeding 30 days, or upon application -- when it is required by law or by a public institution.

A PESEL is necessary for opening a bank account, signing a contract with a mobile operator, registering at a health clinic, filing a tax return, and using the Trusted Profile (ePUAP). Without a PESEL number, many everyday activities in Poland are difficult or impossible.

We help prepare the application for a PESEL number, gather the required documents (passport, residence document, proof of registration), and submit the application at the appropriate municipal office. The entire process usually takes a few business days from the submission of a complete application.

Address Registration (Zameldowanie)

Registering a temporary or permanent address is an administrative obligation for every foreigner staying in Poland for more than 30 days. Registration is also a condition for automatic PESEL assignment and serves as proof of address required by many institutions.

Registration requires the consent of the owner or tenant of the premises where the foreigner resides. We help prepare the residence notification form, obtain the property owner's consent, and submit documents at the municipal or district office. In case of registration refusal, we prepare appeals.

We also offer assistance with deregistration from a previous address, reporting a change of residence, and obtaining a registration certificate -- a document often required by employers, banks, and government offices. Registration can be done in person at the office or electronically through the ePUAP platform.

NIP and REGON

The Tax Identification Number (NIP) is required from foreigners who conduct business activity in Poland, earn income subject to taxation, or are obligated to file tax returns. The NIP is assigned by the head of the tax office based on an identification application.

REGON (National Business Registry Number) is a statistical number assigned to entities conducting business activity. It is required when registering a company, opening a business bank account, and in dealings with public institutions. Foreigners establishing a sole proprietorship (JDG) or a company receive a REGON automatically upon registration in CEIDG or KRS.

We help with filing the NIP-7 form (for individuals not conducting business), NIP-2 (for entities other than natural persons), and with VAT registration. We advise on tax matters related to foreigners' income -- including double taxation avoidance agreements.

ZUS Registration

The Social Insurance Institution (ZUS) is responsible for social and health insurance in Poland. Foreigners employed under an employment contract are automatically registered with ZUS by their employer. However, individuals running their own business or working under civil law contracts must ensure proper registration themselves.

We help with registration for social and health insurance (forms ZUS ZUA, ZUS ZZA), selecting the appropriate insurance title code, calculating contribution amounts, and determining eligibility for relief programs (e.g., startup relief, small ZUS, small ZUS plus). For foreigners cooperating through the FDK incubator, ZUS matters are simplified -- we handle them comprehensively.

We also explain the principles of EU social security coordination -- particularly important for foreigners from member states who may be subject to insurance in their home country based on the A1 certificate. We help obtain A1 certificates and settle contributions in cross-border situations.
